Child Friendly Services at Puskesmas: A Health Service Designed for Children's Rights

In recent years, the concept of child-friendly services has gained significant attention in the healthcare sector, particularly in Indonesia. Child-friendly services at Puskesmas, a type of health center in Indonesia, are designed to provide a safe, protective, and appreciative environment for children's rights. The Bestari Puskesmas in Medan City is one of the ten Puskesmas designated as Child Friendly, a prestigious recognition that highlights the importance of child-centered healthcare services. This study aims to examine the implementation of Child Friendly Puskesmas programs in Medan in 2021, exploring the challenges and opportunities that arise from this initiative.

Methodology

This study employed a descriptive qualitative approach, conducted at the Bestari Health Center in Medan. Data collection methods included in-depth interviews, observation, and documentation. The informants in this study consisted of key stakeholders, including the Head of the Bestari Health Center, the Early Detection Officer (DDTK), the Coordinator of the Medan City Health Center, the Head of the Basic Health and Welfare Section of the Women's Empowerment Office, Child Protection, and Community Empowerment, and the Chairperson of the Medan City Children's Facilitator. Data validation was carried out through triangulation of sources and methods.

Results

The results of this study revealed that the implementation of the Child Friendly Puskesmas program in Medan in 2021 faced several obstacles. In terms of context, special regulations regarding child-friendly services in the Puskesmas by the Medan City Government are still not available. Coordination between the Health Office and the Department of Women's Empowerment, Child Protection, and Community Empowerment is also inconsistent. At the level of implementation process at the Bestari Puskesmas, budget constraints are the main obstacle, and this program is currently not running due to the Pandemi Covid-19 situation. Nevertheless, the Bestari Health Center has fulfilled seven of the eight minimum indicators of child-friendly services. Indicators that have not been fulfilled are the absence of information centers related to children's rights in the form of reading corners.

Recommendations

Based on the results of this study, it is recommended that the Office of Health and the Department of Women's Empowerment, Child Protection, and Community Empowerment improve coordination and support facilities and infrastructure to meet all indicators of child-friendly services at the Bestari Puskesmas. This includes:

Increasing coordination between institutions to ensure effective implementation of the Child Friendly Puskesmas program.
Developing comprehensive regulations on child-friendly services in the Puskesmas by the Medan City Government.
Allocating adequate budget to support the child-friendly health center program, including the provision of facilities and infrastructure.
Increasing the capacity of health workers related to child-friendly services through training and capacity building.
Developing child-friendly infrastructure, such as reading corners, playrooms, and other facilities that support children's access to information and health services.
Utilizing Information Technology to increase program efficiency and effectiveness.

This study highlights the challenges faced by the implementation of child-friendly puskesmas programs in Medan, particularly related to regulations, coordination between institutions, and budget limitations. However, this research also opens opportunities to improve the quality of health services for children in the city of Medan. Some efforts that can be made to overcome challenges and maximize these opportunities include:

By addressing these challenges and opportunities, the Bestari Health Center can provide a safe, protective, and appreciative environment for children's rights, ultimately improving the quality of health services for children in the city of Medan.
