Determining the IKM Center for One Village One Product Priority (OVOP) in Medan with the Fuzzy C-Means Clustering Method based on Geographic Information Systems (GIS)

Introduction

Medan City, a thriving industrial center in Indonesia, boasts an abundance of resource potential, including well-developed infrastructure, industrial support ecosystems, and a readily available workforce. Amidst the rapid economic growth, empowering small and medium industries (IKM) is crucial, particularly in urban areas. The Minister of Industry's initiative, the One Village One Product (OVOP) program, aims to develop IKM in designated centers. This study proposes the use of the Fuzzy C-Means Clustering method to group IKM in Medan, facilitating the government's determination, development, and monitoring of OVOP priority IKM commodities, accompanied by IKM distribution maps.

The Importance of IKM in Medan

The empowerment of IKM is vital for the economic growth and development of Medan City. By leveraging the Fuzzy C-Means Clustering method, this study aims to identify the most suitable IKM centers for the OVOP program. The analysis of IKM locations with priority commodities, such as woven fabrics, batik fabrics, pottery, and drinks, will provide valuable insights for the government to develop and monitor OVOP priority IKM commodities.

Methodology

The Fuzzy C-Means Clustering method is a statistical technique that groups data into several categories based on the degree of membership. In this study, the method is used to analyze the distribution of SMEs by considering various factors such as location and type of commodity. The results of the analysis will be presented in a clear and concise manner, allowing for the identification of IKM potential that has not been explored.

Results and Discussion

The results of the analysis showed that there were 9 sub-districts included in the high IKM distribution category, while 12 other districts were in the medium category. In addition, 8 sub-districts meet the criteria to be the center of IKM. The Fuzzy C-Means Clustering method has proven to be an effective tool in identifying the most suitable IKM centers for the OVOP program.

Additional Analysis and Explanation

The OVOP program focuses on developing local potential in each village or sub-district. By identifying sub-districts that have high potential in the development of SMEs, the government can be more effective in planning intervention and distributing resources. For example, sub-districts classified in the high category can be a priority in developing infrastructure, training, and product promotion.

Geographical mapping through the Geographic Information System (GIS) also provides additional benefits, namely clear visualization of the distribution of IKM. This makes it easier for stakeholders to make data-based decisions and strengthen local product marketing strategies. The distribution map can be an effective tool to attract investors, as well as increasing cooperation between the government, business actors, and the community.

Conclusion

This research is not only beneficial for the development of IKM in the city of Medan, but also as a model for other regions who want to implement a similar program. The use of the right method and effective mapping is the key to achieving the goal of empowering small and medium industries in a sustainable manner.
